Trajektori Diplomasi Transaksional Pertukaran Tahanan antara Amerika Serikat dan Rusia

Since the Cold War era, the United States (US) and Russia have practiced the same pattern of diplomatic relations, namely the exchange of prisoners. The exchange started in 1962 and continued to the most recent one in 2022. To this end, this article examines the trajectory of the prisoner exchange between the US and Russia through a descriptive qualitative approach complemented by a transactional diplomacy perspective. A chronology of prisoner exchanges between the two countries is presented in this study, along with the costs involved and the benefits received by each nation. From various exchange events between the US and Russia, it was found that the relationship pattern is transactionalism, tends to be bilateral and even ignores the multilateralism framework. The two countries have taken similar roles as the initiators of prisoners' exchange. In addition to the roles, the positions of the two countries also alternate with one another. If the US acts as the initiator, Russia will be in a “wait and see” position and vice versa. In the end, bargaining position becomes the determining variable for who is in the “wait and see” position and who acts as the initiator.KEYWORDSPrisoner Exchange; Russia; The United States; Transactional Diplomacy

Dampak Perubahan Iklim di Pasifik Selatan: Ancaman Naiknya Permukaan Air Laut terhadap Eksistensi Negara dan Penduduk Kiribati

Climate change is a complex and globalizing environmental issue that occurs almost all over the world, including the South Pacific islands. This article aims to examine the impacts of climate change on the Pacific community, marked by a sea-level rise that threatens the existence of the country and its population – particularly the Republic of Kiribati. This study also investigates the role of the Kiribati government in planning future strategies in response to the threat of rising sea levels. By using descriptive qualitative analysis, it found that Kiribati became one of the countries in the South Pacific whose existence and inhabitants would be threatened by the sea level rise in the near future. The impacts felt by the people of Kiribati thus far included storm surges, typhoons, floods, sea-level rise, seawater intrusion, and drought. However, the sea-level rise became the most experienced phenomenon by households in Kiribati. The Kiribati government has developed three strategies: adaptation, mitigation, and relocation. Adaptation and mitigation are identified as priorities while considering relocation as the last option.KEYWORDSClimate Change; Kiribati; Pacific; Sea Level Rise

Assessing the Development Impact of the Sota Border Post Connecting Indonesia and Papua New Guinea

Although some studies have mentioned land use and land cover across the borderlands of New Guinea, there have not yet been a series of systematic studies that link the topic with the construction of the Sota border post (Pos Lintas Batas Negara–“PLBN Sota”). With reference to realism, liberalism and asymmetrical power relations, this study examines the development impacts of the Sota border post. A set of interdisciplinary mixed-methods approaches are used including geospatial and earth observation analysis, collation of bureau of statistics data as well as academic and grey literature review. Results provide a baseline land cover assessment for the study area surrounding the Sota border post. There have also been a range of socio-economic and biophysical impacts of the infrastructural and immigration capacities along the Southern borderlands of New Guinea. In terms of International relations, the presence of the Sota border post is expected to foster cooperation between Indonesia and PNG, decrease conflict, and promote stability in the border area. As a result, both realism and liberalism can be used as theoretical frameworks to understand the trajectory of developments along the borderlands. However, due to the asymmetries of power, the rhetoric of liberalism may be rendered less convincing.
