Peran Komunikasi Penyuluh dalam Pemberdayaan Peternak Sapi Perah pada Koperasi Produksi Susu Bogor

Dairy cow's milk production in Indonesia has not been able to meet the domestic demand for milk. The empowerment of dairy farmers was an effort to encourage milk productivity. This study examined the role of extension communication in empowering dairy farmers who were cooperative members. This study used four communication principles in empowerment: dialogue, voice, liberating pedagogy, and action-reflection-action. The qualitative research method used interview data collection techniques, observations, and document studies. The researcher determined the participants as empowerment actors when the research was conducted. The research found that the internal actors as extension agents were paramedics and the breeder actors were the farms' owners and the stables' keepers. The study's results found that paramedical officers' communication role as extension workers at KPS Bogor was insufficient to build the process of empowering dairy farmers. The process of dialogue, voice and liberating pedagogy occurs conditionally because of the position of the actors. Action-reflection-action process not found. These findings denoted that communication between extension workers and dairy farmers has not fully fulfilled the four communication principles in empowerment.

The Goverment of Indonesia published new regulation about the village (Nomor 6 Tahun 2014) which give new opportunity and expectation to developing new paradigm and new concept about the policy to manage the Villages. The law of village no placing again the Village as a subjek but as an object in developing country. The Law of village giving space to expand the diversity principal, and also priority the recognition principality and Countryside subsidiarity. The regulation of village also lift and rights the sovereignty of village which during the time over pulled by goverment, because positioned as sub-National. Through the law (Nomor 6 Tahun 214), state give more respects and confession to the village which established before and after formed of Unity State Republic Of Indonesia. By the law, the goverment supporting the village to be independent. The Government through The law (UU Desa) chosen empowering approach as a tools to secure and prosperity the society. Through policy scheme which priority subsidiarity and recognition as stepping, the village will become entity of state which have potency to draw near role of state in developing prosperitys, and nation sovereignty. Demonstrations in May Day celebration and minimum wage establishment shows worker's dissatisfaction about the wage that received. The important of stakeholder involvement in wage planning, mainly employers and workers and supported by healthy and harmonious coordination between government, employment and worker enable for achievement of fair wage for every parties. Ethnographic approach used to obtain the answer on how the roles of board of wage in minimum wage planning and the factors that influencing to the role. The research focuses on wage's planning stages both in the process in preparation of materials, discussion and recommendation's submission. Local institution, board of wage can play a role as stakeholder's communication and participation place to realize the achievement of a fair wage that is capable of representing any aspirations. It is also been able to provide an alternative in the decision by the mayor even though there are several factors inhibiting including different interest, and difference in perception between the employers and workers in the implementation of role
