This research was aimed to produce a multimedia problem-based learning through improvement process which was followed by series of test and analysis of result effectiveness of improved product. The method used is the research and development method, with the chosen design development is using ADDIE development model. Product development steps include analysis, design, development, implementation, and evaluation. Subjects used include expert subject matter content, instructional media specialists, instructional design experts, students, and teachers of subjects. Questionnaire instrument is used to collect data in the form of feedback from the experts, students, and teachers, while the test instrument is used to examine the effectiveness of product development. The data of the research was analysed by using the qualitative description, quantitative description, and t-test analysis. The results showed that the process of multimedia development with problem-based learning ADDIE model has been implemented with both seen from the test results to experts, students and teachers who showed a good response to product development. Based on the validation of content expert, media expert, and learning design expert, researcher found their percentages are: 90,34%, 83,75%, and 89,41%. The results gained from validation of individual, small group, field, and teacher trials showed percentages of: 93,37%, 86,44%, 82,82%, and 91,58%. The number of all percentages gained from all result of validation were classified as good and very good qualification. The test results demonstrate the effectiveness of the product development, and there are significant differences in student learning outcomes between before and after using the multimedia problem-based learning. The average value of student learning outcomes improved significantly between pre-to post-use multimedia instructional.
