Arosbaya Sub-district is one of the areas in Bangkalan Regency which is rich with culture in the form of legend. Arosbaya has more stories than other districts as it is the first Islamic entrance in West Madura. The formulation of this research problem includes three aspects, namely structure, function, and cultural values contained in the legends in Arosbaya Sub-district, Bangkalan Regency.This research uses qualitative method with descriptive approach. This is caused by the data obtained not in the form of numbers, but the cultural phenomenon in Arosbaya District. In other words, the object of this study is a story or oral literature in the form of legend. Sources of data used are local elders or elders obtained from the observation. Then an interview is accompanied by recording, documentation, and recording. In data analysis, content analysis method is used. The results of this research are to define (a) the structures contained in the legends of Arosbaya sub-district, (b) the functions contained in the legends of Arosbaya sub-district, and (c) the cultural values contained in the legends in Arosbaya sub-district. The structure obtained is a formula that describes the cause-effect relationship between antarterem and function. The functions contained include: as a form of entertainment, as an educational tool, as a means of enhancing a sense of solidarity, and as a means of enhancing self-confidence. Cultural values contained include: the value of loyalty, the value of justice, the value of heroism, the value of abstinence, and religious values.
