On the issue of Access and Equity, gender inequality is influenced by factors:economics, motivation and environment. While the issues of quality and relevance, factors thatcause gender inequality are: economic, social, cultural, and environmental. Factors - factors aboveare also almost the same as it did on the issue of the Education Accountability and Governance:socio-cultural factors, economic, internal female, family, religion, motivation, and the motive toexcel. Gender issues being hotly discussed issue in the context of relations between men and womenand in the context of relations within the community, development or state.
