The urgent and complexity challenge in implementation the UU No. 22/1999 about Governmental Autonomy, is the ability of health human resources to be entrepreneur, leader and manager. Data and information showed that health human resources is not well proper with those kind of ability which is needed to handle the impact of governmental autonomy in health services. This study is to assess those ability of health human resources in Dinas Kesehatan Kabupaten/Kota, Puskesmas and Rumah Sakit Umum Kabupaten/Kota, through anquette, depth interviews and secondary data review. Result of this study showed that 51.40% of respondent have less of entrepreneurship ability, specially in the components of marketing, taking risk and job orientation. There are 62.90% respondents with the less ability of leadership, mostly in the supportive and prestige orientation components. The ability to manage conflict, 80% respondent is also in the less category. Strategic management ability that has been assessed through the strategic plan in each institutions showed that it is not as in the normative form of this study. Conclusions of this study is that health human resources has less ability to entrepreneur, lead and manage. Suggestion of this study is to continue the process in managing health services with capacity building through training specially in the marlceting component of entrepreneurship. Also an upgrading course on applied strategic management process through development of strategic planning in Dinas Kesehatan Kabupaten/Kota, Puskesmas and Rumah Sakit Umum Kabupaten/Kota.
