This article describes the theory of Kirkpatrick on 4 level evaluation as a tool to measure a post training evaluation. The implementation on a post evaluation of research methodology training was conducted to 13 study program lectors of health polythecnics in Surabaya. Development instruments to measure each level evaluation according to the Kirkpatrick guidance was done. The validity and reliability test for development instruments showed significant at a = 0. 05. The kirkpatrick 4-level evaluation can be used as a tool to measure objectives of a training program, especially for post training evaluation on participants and also the post training on participants in their daiiy works. The development instruments to measure each of the level could not be separated from goals to be achieved of the training that has been planned in a comprehensive training program.
