The Research is based by low active participation students in response to public issues that occurs in the area, especially the issues public of the influence of globalization in civic learning. It's showed by students are unable to express their opinions affectively and unable to monitor the surrounding public issues. This research aims to obtain the increased skill and result of participatory students study by applying multiple intelligences based learning in civic learning on fourth grade of elementary school. This research subject is students of fourth class B at Cipacing 01 elementary school which consisting of 31 students. The research is implemented by the methodology classroom action research with a model Elliot through three cycle, every cycle consisting of three acts. An instrument used covering sheets of assessment participatory skills students, sheets of assessment products, about evaluation, LKS, sheets of guidelines, sheets of observation, field notes and documentation. The results of the study show that skill and participatory study results students by applying multiple intelligences based learning in civic learning undergo increase. In cycle I is average score skill participatory students of 50,8, cycle II is 62 and cycle III is 81.3. An increase in participatory skills students was also marked by increasing average score products group. Cycle I is average score products group of 65,3, cycle II is 73,6 and cycle III is 83,3. Than, the average study results students on cycle I is 58,6, cycle II is 76,1 and cycle III is 83,5. Based on this research has been concluded that the implementation of multiple intelligences based learning can improve participatory skills students and study results in civic learning. So that way, researchers based learning recommend the application of multiple intelligences is the alternatives in improved the skills of participatory and study results in civic learning students at elementary school.
