This research is motivated by the state of education today. Education is in a bad condition. This condition is indicated by the weakening of the character and moral deterioration of the nation. undiciplined increasingly widespread among students, cheating activity, and violence whether committed students against other students or teachers to students. This, one of which is caused by low moral reasoning ability possessed by each individual. In addressing these issues, the quasi-experimental research conducted to determine the effect of the learning model of Value Clarification Technique (VCT) to moral reasoning abilities of students in civics. VCT learning model consists of three stages namely stage of choosing, stage of cherish and stage of acting. This study was conducted by analyzing research findings were collected using instruments about moral reasoning. The results showed that VCT learning model provides a positive influence on students' moral reasoning abilities. It is, seen from the results obtained by t test significance value of 0.000. Significance count is smaller than the significance level of 0.000 < 0.05. Therefore, it can be concluded that there are significant differences in moral reasoning skills among students who received teaching Civics using VCT models with learning civics students who obtain using conventional models. This means learning model VCT positively affect moral reasoning abilities of students in elementary school civics.
