This research is motivated by the low civic participation of students in V grade in SDN Cinunuk 04. This is evident from the decrease of student participation in the classroom caused by the use of lecture method in civic learning. To handle this, classroom action research is conducted with the aim of improving civic participation by using the project citizen model on civic learning in elementary school. Model Project Citizen this is a learning model in which there are public policies reviewed by students. This research was conducted by describing the findings in the field from the collection of instruments in the form of field notes, observation sheets, interview sheets, scoring sheets of civic participation rubrics and documentation. The results showed by using this project citizen model, civic participation students have increased. The average score of the civic participation in cycle 1 score is 31.60% and the cycle 2 is 54.38% and the cycle 3 is 76.53%. Can be concluded, Civic learning in elementary school using project citizen model can improve civic participation. Therefore the authors suggest the project citizen model as an alternative in an effort to improve civic participation in Civic learning for elementary school.
