This research aims to generate a decent media listening exercises used in the German language learning class X with the theme sich vorstellen. This type of research is the development of research. The method used in the model of development adopted 4D (Four-D Model) which consists of four phases: definition (define), stage design (design) and stage of development (develop). While the deployment phase (disseminate) is not done for this study was limited to testing the feasibility and effectiveness of learning in the form of flash media. In this study the respondents are acting as media experts are 3, 2 person as subject matter experts and 30 students of class X. The research instrument used to collect data such as interview guides, questionnaires and observation sheets sheet. Data analysis was performed to determine the feasibility and effectiveness of the resulting media listening exercises. Based on the results of the study, indicated that the computer-based instructional media Ubung macht den Meister - German language listening exercises for students of class X were developed viable use in teaching. It can be seen from the results of the validation media by media experts for 78.9% of the score criterion, where the percentage if interpreted on the Likert Scale, qualifies as a decent, besides the validation of the results by the media matter experts for 77.5% of score criterion, where the percentage when interpreted on a Likert Scale, qualifies as decent. Media listening exercise has also been developed to meet the effectiveness criteria of instructional media. This is indicated by the percentage of positive responses tenth grade students of SMA Negeri 1 Gedangan the media for 83.96% of the score criterion, and there is an increase in students' learning activities are expressed in percentage, from 65% (without using media and learning activities that develop listening exercises) to 80% (using media and learning activities that develop listening exercises).
