From the observations of researchers to fourth grade Elementary School students of Pertapan Maduretno, Taman Sidoarjo, researchers learned that the learning of mathematics, teachers do not use instructional media when presenting the material and order fractions. And theoretically, fourth grade students are still in the stage of concrete operational thinking. Meanwhile, during the learning process, teachers do not use instructional media to facilitate students in understanding the value of fractions and order . The lack of teachers use instructional media in teaching makes the material presented is still verbal. In this research, students use concrete media to degrees and sequence. Based on the analysis of research data the first cycle to the second cycle obtained an increase in the percentage of teacher activity, student activity and learning outcomes. Activities of teachers in this study increased from 65% in the first cycle to 87.5% in the second cycle. There is a higher percentage of student activity from 67.83% in the first cycle to 88.83% in the second cycle. Increased mastery learning are achieved from 65% in the first cycle to 85% in the second cycle.
