The background of this research that the students have difficulty in governance the concept. The reasons of students' difficulties in governance the concept are because teachers use the speaking method in teaching, the teacher gives the concept of limited available materials, dominate the learning, and teachers deliver the material concept directly.. The solution to this problem is by apllying the concept learning model. The purpose of the study was to find out how to increase the students' learning outcomes of governance learning concept, teacher and students activity also student responses of the concept learning model. This study used classroom action research method consists of three cycles. The Instruments that used were observation activity sheets and student teachers tests, and a questionnaire sheet. The data analysis technique used is descriptive qualitative and quantitative. The resultsof the study showed governance of the concept of student's learning outcomes, teacher and students activity also student responses has increased in each cycle and fulfill the success indicator.
