This study originated from the low student learning outcomes IV elementary school of Surabaya. It is what lies behind researchers to conduct research using learning models discovery. Discovery learning model that was developed based on the views of constructivism. This models emphasized the importance of understanding the concept of learning through active student involvement in the learning process. Purpose of this study was to determine the activity of teachers and students were observed by two observers to determine student learning outcomes as well as the obstacles faced by students during learning by using learning models discovery on the basis of a public school classroom IV of Surabaya. Type of study is classroom action research with a qualitative descriptive method. The subjects were fourth grade student IV elementary school of Surabaya with 36 students. Data collection techniques used were observed to determine the activity of teachers and students, tests to determine learning outcomes, as well as interviews to determine the constraints faced during the learning activities using learning models discovery. Results showed that learning to use the discovery learning models can increase the activity of teachers and students and student learning outcomes. This is evident from the observations obtained in each cycle. I cycle, on the activity of teachers reached 78,57%, student activities 66,07%, and student learning outcomes achieved 63,89%. II cycle, on the activity of teachers reached 83,9%, student activities 78,6%, and student learning outcomes achieved 77,77%. And III cycle, on the activity of teachers reached 91,07%, student activities 87,5%, and student learning outcomes achieved 94,44%. It can be concluded that the application of learning models implemented discovery in Social Study on the preparation of material technology development could increase the activity of the teacher, student activities and student learning outcomes IV elementary school of Surabaya.
