This research is motivated by the lack of speaking ability of students to comment on the factual issues. Based on these problems, the simulation model used in the study to comment on the factual issues. This study aims to describe the implementation of learning, student learning outcomes, and obstacles and how to overcome these obstacles in learning. This study uses classroom action research design. Data was collected by observation techniques, test, and field notes. Qualitative and quantitative data analysis performed on the data the implementation of learning, students' test results, and field notes. Results of this study showed an increase in feasibility study of the first cycle of 96.6% to 100% in the second cycle, the value of the achievement of learning implementation increased from 76.5 to 93.8, the percentage of classical completeness on the second cycle also increased to 88.9 % which was originally only 58.3%. Constraints that arise in the learning process can be addressed by the solution include: (1) teachers prepare carefully all the planned activities, (2) the teacher asked for the guidance of the class teacher, and (3) teachers give assignments to students who continued lack of discipline. So based on the data obtained in this study it can be concluded that the use of simulation models have been successful in improving the ability to comment on the factual issue of X Elementary School fifth grade students.
