The background of this research is still teacher-centered learning, more teachers are using the lecture method and using instructional media. Students were not enthusiastic when social studies, they are often sleepy in class, and play alone with friends sebangkunya. This leads to low student learning outcomes, the methods used to overcome these problems is to use a media card game quartet. The purpose of this study is to describe the activities of teachers and students during the learning process of social studies using quartet card game media, describing the effective use of media card game quartet to improve student learning outcomes. This research is a classroom action research with descriptive qualitative and quantitative methods. Subjects in this study were fourth grade students of SDN Jajartunggal III/452 Surabaya consisting of 36 people. Data collection techniques used include techniques of observation and tests. Activity on learning activities of teachers has increased in each cycle with an average score of 67.85% first cycle, second cycle 78.57% and 98.85% in the third cycle. Activity of students in learning activities has increased in each cycle with an average score of 66.67% first cycle, second cycle 77.27% and 87.87% in the third cycle. In observation of students' cognitive learning outcomes also increased with an average score of 66.67% in the first cycle, the second cycle 72.22% and 91.66% in the third cycle. In addition, the results of the study also showed an increase in students' learning outcomes affective aspect, psychomotor and students.
