There are various types of reading one of them is reading comprehension. Reading comprehension is a silent reading activity undertaken for the purpose of learning so as to obtain greater insight about something that has been read.Based on observations, indicate that the ability of the 5th grade State Elementary School Sidoarjo in reading comprehension is low. This is evident from the results of students' reading comprehension is 60.61% of the 33 students have not been able to reach the minimum completeness criteria that have been established, namely 70. As for the cause of learning problems in reading comprehension 5th grade state elementary school Sidoarjo, the teachers do not use appropriate reading instructional techniques. This study aims to describe the application of scanning techniques to improve reading comprehension skills, reading comprehension student learning outcomes, the constraints that occur when reading comprehension learning and how to solve.This study uses classroom action research design, which is implemented in 2 cycles. The subjects were teachers and elementary school students Prambon Sidoarjo. Data collection techniques used were interviews, observation, testing and field notes. The technique of data analysis using descriptive qualitative and quantitative.The results showed that the enforceability of the learning activities of teachers during the implementation cycle I and cycle II gets a percentage keterlaksanaan 100%. Meanwhile, scores of achievement of all teachers in the first cycle was 76.42 and 90.71 in the second cycle. The learning outcomes of students' reading comprehension in the first cycle to obtain the percentage of completeness of 72.72% and 87.88% in the second cycle. Problems were encountered in the learning process of reading comprehension by applying scanning techniques can be overcome by providing an example of how to find specific information with appropriate measures. Thus, we can conclude by applying scanning techniques can improve the reading comprehension skills of 5th grade students of elementary school Sidoarjo.
