This study examines the hegemony that occurs in civil servants a.k.a PNS of official institution district Government of Jombang. The official offices and the school buildings in Jombang Regency also felt the presence of Kuningisasi. Moreover, special batik uniforms for students of elementary, junior and senior high school are also changed into yellow and green batik. The purpose of this research to examine how the hegemony and resistance of the kuningisasi that occurred in Jombang. The result of this study indicates hegemony gave influence succesfully to all of official institutions in Jombang. Hegemony appears to give the form of policy or recommendation about Kuningisasi.  The recommendation of Kuningisasi was not officially announced by the regent but the changing was made simultaneously by many official institutions in Jombang. Changing Kuningisasi is initiated by the dominance of legitimate government owners. Then, it was created by consensus between the head of the official institutions and the regent or famous people as representatives of the regent. Because there are domination and consensus so it appears  Hegemony. Although official institutions and agencies have felt that there is the existence of hegemony, it is not for some people who do resistance as a refusal barrier. The resistance is not done directly in front of general public and the phenomenon of Kuningisasi also get experience of  resistance from several parties. This study uses qualitative methods and uses the perspective  of Critical Discourse Analysis. This research uses critical discourse analysis technique as analysis technique.
