Health promotion and disease prevention are a number of activities aimed at and designed to improve personal and community health through a combination of strategies, including the implementation of behavioral change, health education, health risk detection and healthcare improvement. While curative and rehabilitative are generally carried out on targets individually. Aids or props in health counseling should be prepared based on the principle that the knowledge that exists in every human being is received or captured through the five senses. The more senses used to receive something, the more and more clear the meaning or knowledge gained. In other words, this teaching aid is intended to move the senses as much as possible to an object, thus facilitating one's perception. This type of research is quasi-experiment with a design: pre-test-post-test group design (Arikunto, 2006). Observation to find out changes in knowledge, attitudes, behavior and dental and oral hygiene status before and after intervention. In this study, research subjects were limited to students in grade V of Naikoten 1 State Elementary School 1 and Kuanino State Elementary School based in Kupang City. These 2 elementary schools were chosen with a view to limiting variations in the quality of education, teaching and learning processes and school environmental factors. Instruments used in this study is Leaflet: which contains material about the process of occurrence of tartar and cavities. Questionnaire used to measure students' level of knowledge and attitudes about dental health. Dental and oral hygiene data collection tools. The results showed that dental and oral health promotion using leaflet media could increase the amount of knowledge and attitudes of elementary students while plaque scores could not improve significantly.
