Abstract

This study examines Papuan values in relation to land, labor, time, social security, and social networks, values that are often overlooked in governance development at various levels. The report concludes that Papuans are being forced to adapt to exogenous systems and institutions, with values alien or counter to their own. Ignorance of local values and failure to include them in development and governance projects is the real cause for poor development results. This book is a first step in incorporating Papuan values into programmatic efforts and policies, with a view to contributing to improved development and governance outcomes.
