Performance of the bureaucray often becomes the spotlight of society. The performance of family planning wokers in Flores Timur District still showed far from satisfactory. The purpose of this study was : 1) to get a more detailed description about the motivation, job satisfaction and performance of the PKB bureaucracy in Flores Timur, 2) to know of any effect of motivation and job satisfaction on the performance of the PKB bureaucracy. The results of this study were : 1) in general the respondents perception of the three variables (work motivation, job satisfaction and performance) was very agreeable; 2) motivation alone has no effect on performance, while job satisfaction significantly affected the performance of family planning workers in Flores Timur. 3) taken together motivation and job satisfaction significantly affected the performance of family planning wokers , 4) the contribution of motivation and job satisfaction towards worker performance amounted only to 29,9%, while the rest, 70,1% were contributed by other variables not involved in the study. Other variables such as : individual variables ( ability and expertise , background , demographics ) ; psychological variables ( perception , attidude , personality , learning ) ; organizational variables (resources , leadership , structure , job design ), may contribute to performance.
