The basis of this study was the regional autonomy under the Act No. 32 of 2004 as mandated by Government Regulation No. 41 of 2007. Local authorities are given the freedom to determine the name, the type and number of Regional Fasilities for Units of Activities (SKPD) tailored to the needs, capabilities and existing workload among local governments. With such a government policy, it implicitly reveals that the practice of establishing a uniform local government bureaucracy is no longer relevant to the dynamics of both the internal and external environments. The study found that generally speaking the process of restructuring the Regional Organization Units in Tanjungpinang was still in accordance with Government Regulation No. 41 of 2007 which was based on regional potentials , such as total land area, number of residents and amount of available budget.
