Abstract

This research was quantitative evaluative research that aims to determine the effectiveness and gaps in the implementation of standards teachers and education personnel based on The PP Nomor 19 Tahun 2005 in SMK Negeri 5 Denpasar viewed from variable context, input, process and product as well as the constraints encountered in implementation.The total population in this research of all teachers and education personnel at SMK Negeri 5 Denpasar were 86 people. Data was collected using questionnaires. To determine the effectiveness of the program, raw scores were transformed into T-scores were then verified in a prototype Glickman, and marked for gaps using Wilcoxon test. The analysis finds that the effectiveness of teachers and education personnel based on The PP Nomor 19 Tahun 2005 in SMK Negeri 5 Denpasar affective categories of variable context, input, process with positive results. Although the category is ready, but in general there are obstacles encountered in the implementation of standards teachers and education personnel of input on the evaluation of competence of educational staff. It can be concluded that the effectiveness of standards teachers and education personnel based on The PP Nomor 19 Tahun 2005 in SMK Negeri 5 Denpasar classified in the effective category.
