: Open Recruitment School Principal and Education Service Quality (Case Study in 2 Senior High School South Jakarta). Lack competency of school principal is among factors causing the low quality of education service in Indonesia. This research examine how new open recruitment of school pricipal affects service quality at two public senior high schools at South Jakarta, Indonesia. There are three objectives of this research. First, to describe and analysis the process of open recruitment policy at both public senior high schools. Second, to describe and analysis the quality of education service before and after the open recruitmen policy. Third, to examine the link between school principals' competency and quality of education service at both schools. The results show that the process of open recruitment policy compliance with the government regulation, but decreasing of school education services quality was showed after the open recruitment policy. This study finds the lack of managerial competency causes the decreasing of school education service in both schools.
