Development of Information Technology opens up opportunities for conventional libraries to build their own digital collections available for their members. Network technology also provides opportunities for libraries to utilise shared information resources by providing digital access to collections that they can freely access. Therefore, libraries have a better capability to meet the information needs of their members.

One of the challenges facing the process of developing digital library networks is the transition of generations of users from digital immigrants to digital natives. The term digital immigrant is used to depict generations born before the 1980s who experienced changes and adaptations from the analogue era to the digital era, while digital natives refer to the next generation that grows in the digital era and becomes a generation of "native speakers" of digital computers and the internet.
The generation of digital immigrants and digital natives has different characteristics that require different treatments. The generation shift from digital immigrants to digital natives requires digital libraries to adapt and adopt various aspects related to users of digital natives generation. This is the basis of Konferensi Perpustakaan Digital Indonesia with the theme “Transformasi Perpustakaan Digital Di Era Digital Native” at the 9th conference (KPDI 9) in 2016.
