This research discusses the style of leaders in helping citizens to have a healthy card (BPJS) as well as evaluation (assessment) performance results from employees working in government institutions. Basically, government institutions have a purpose that is to provide excellent service to the community, which in this case emphasizes the assessment of employee performance in providing administrative services. The purpose of this study is to determine the results of service performance provided by government employees to the public and to determine the inhibiting factors that arise in the implementation of administrative services. In this case the authors use a qualitative analytical approach and use the type of descriptive research (descripton). This study also obtained from interviews, observations, and reinforced by documentation. And with the analysis of data in a structured and systematic, in accordance with the focus of the problem by using performance measurement theory. The results obtained in this study is still the existence of kelurahan employees whose performance in providing services to the public especially administrative services is still less than the maximum. The conclusion of this research is the performance of employees of Kenanga Village after the pemekaran kelurahan is good enough. As for suggestions that can be given authors to employees Kenanga Village is to be able to work with as much as possible although with infrastructure facilities that are generally still not complete.
