The purpose of this study was to describe the process of strengthening the mastery of learning theory and teaching learning principles for teachers at MI Salafiyatul Huda I and MIS Annidhomiyah Cirebon Regency. This article is the result of School Action Research. PTS is carried out based on the following stages: "(1) planning actions, (2) carrying out actions, (3) carrying out observations, (4) reflecting. The results of research and discussion of the activities of the pre-professional development program for teachers and educational supervision on the mastery of learning theory and teaching learning principles for teachers can be concluded that in cycle I the average score of the good category reaches an average of 40%, the category is quite average 36%, category less reaches an average of 24%. In the second cycle the level of the teachers' ability in understanding the mastery of learning theory and teaching learning principles after the action showed an average score, namely: very good category reached an average of 62%; good category reached an average of 16%; sufficient category reached an average of 16%.
