Working Group on Forest-Land Tenure (WG Tenure)

Starting from concerns of multiple stakeholders on critical state on agrarian conflicts in Forest area which brings out forest and environment devastation, poverty, impoverishment, and uncertainty of forest governance, Indonesian Government committed to CGI (Consultative Group of Indonesia) – Commitment No. 11, February 1st 2000 to resolve forest land tenure issue, in which one of the option were to form a working group on Forest-Land Tenure. At the same time, People’s Consultative Assembly Decree (Ketetapan MPR) No. IX Year 2001 in Agrarian and Natural Resources Governance Reform was established by MPR which then mandated People’s Representative Council to review the existing regulation related to agrarian and natural resources field, as well as rebuild tenurial system, which includes occupation, ownership, usage, and utilization of agrarian resources (land and other natural resources) in order to achieve certainty and legal protection as well as justice and prosperity for all Indonesian people.
